Delegate Akers moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

“A Bill to amend and reenact §3-1-3 of the Code of West Virginia, 1931, as amended, relating to eligibility requirements to vote in West Virginia elections; describing eligibility requirements for persons to vote, including citizenship, age, and residency requirements; providing guidance on persons deemed ineligible to vote; providing for restoration of voting rights in certain circumstances; and clarifying when a person convicted of a disqualifying crime is not permitted to vote.”
